My question is can anyone tell me the correct way to cut tongues and grooves into pieces of plywood with a router?  I am stuck.  Thanks

Just buy some 3/4" subfloor plywood that is tongue and groove.  Would be much easier.

Instead of screwing up your material by trying to cut tongues an grooves in your stock. Why don't you use 3/4" H type ply clips. They are about .10 ea and you an put as many as you need intermittently between your floor joists.
