why do employers lie about calling you back?

it happened to me twice already and never got a call back from either employers. recently or yesterday i was called in for an interview. it happened to be a 3 step interview 1st with human resources, 2nd store manager, 3rd district manager. well i passed the first and second interview but the store manager told me that the district manager happened to be in a conference call and "promised" to call me today ... but never did. what should i do? almost every interview i have they keep saying they will get back to me but never do?

Because it's much easier for them to just tell you they will call you because then you will leave without incident rather than risk someone causing a scene or something cause they are pissed off they didn't get hired

there annoyed becuz so many ppl call so they just want ot hang up
