The Child Tax Credit can only reduce your tax liability to $0.  Since you are not working and have no other income, your tax liability is already $0 so it is useless to you.

Even if you get a job and earn enough to owe any tax, since your mother can almost certainly claim you as a dependent, she also claims your child.  Dependents cannot claim dependents.  She claims your child even if you are not working as grandparents are treated the same as parents under the Tax Code.  Therefore SHE might be able to claim the CTC if her income and tax liability are high enough.

you have no income, you don't file any income tax return, you have no child credit
that credit is available to reduce your tax liability and from your scenario, you don't have any
it is not a refundable credit, the gov't isn't paying you to have children
