Can the IRS garnish your whole pay check if you owe back taxes?

My purse got stolen and I had totally forgotten to give the IRS my new bank account. I have missed 1 payment.

Contact the IRS immediately and tell them what happened. They will work with you but if they do not hear from you they expect the worst. Even if 1 missed payment was enough to send the dogs, and it wasn't, the IRS is not that fast.  If you call them Monday morning I am sure you will be able to work something out.  Normally any garnishment can not include all your income.

No, they will not garnish your wages.  Just send in a payment and you will be fine.  I was told personally by an IRS agent that you don't even need to be on a payment plan, you can basically send whatever you can.  But you will still accrue interest the longer you are making payments.

They do not garnish your whole paycheck.  Just keep in touch with them because they can and have seized property like bank accounts, real estate and such.

If IRS will garnish, they will take all the refund until dues are paid.
