How do I properly apply eye makeup?

I have very tired looking eyes(runs in the family) so I always have circles under my eyes, and I use concealer for that. But I think my eye makeup is making my eyes look even more tired looking and small. I have dark brown hair and dark brown eyes so I usually wear brown eyeshadow and black mascara. I can't really pull off any other color.

Can anyone give me a step by step procedure? Thanks.

Dark or light? There are many ways in which to apply your eye shadow. Most will apply a darker shade of eye shadow to the area right above the eyelashes. Then, right under the eyebrow, apply a lighter color. You can mix and match the colors that fit with your tastes. You can even apply a thin layer of a darker eye shadow under the eye right next to your lower eyelashes. This will give a more dramatic look.
Balance with your eye color. Another tip to selecting the right eye shadow is to select an eye shadow that works well with your eye color. If you have a light colored eye, make sure that you apply a light colored eye shadow to your eye. If your eyes are darker, a darker look will work well. You can define the color of your eye more so with the use of eye shadow if you balance the colors in this way.
For a formal look, add a bit of glamour. To do this, just use a shimmering type of eye shadow. Make sure that you have the best colors that will match what you are wearing as well as what your makeup looks like. A bit of shine makes everyone dazzle.

first put your eyeshadow on. Have you ever tried a metalic hazelish color? That would look really nice. Then apply dark dark brown almost black LIQUID EYELINER. Apply it as a thin line on your bottom and top lid. This is really important to make your eyes pop. Then use a good BLACK mascera so that you make your eyes pop even more. Remember to make sure you use liquid eyeliner because it shows up better then pencil eyeliner and will make your eyes look bigger.

I would start with a light colored eye shadow (light tan, peach, light pink) and a light brown eye liner.

Apply the eyeliner how you would normally
(the darker colors will only draw attention to your dark eyes (and circles) so the light color should help

And if you must use mascara, use brown.

another thing you might try is to get liquid conceler (or the kind in a stick) and dab a little under your eyes, and rub until its even

(its sounds like you might already be doing that though)

I am horrible with eyeliner, luckily I have long lashes so I just use mascaras that ad volume, I do not always do the bottom lashes depending on the look.  I have pretty small eyes and they look kind of "tired" sometimes.  Basically, if you want to use different colors but they look funny, try using more than one.  There are step by step guides, but the easiest thing for me was just trial and error.  If you see something in a magazine just try it your own way.  Whenever I try to do things step by step like in a magazine, I tend to for some reason be unable to (usually because my eyes are small and because I wear glasses so can't see well without them).  So I just think about shapes I want to create and the number of colors.  
I have not figured out the smoke eye look, so with that one, I tend to take black and put it on my lower lid and use another color or combo of colors at the top, sometimes with a lighter shade in the crease.
Just try things out....I went from having to have friends to my eyes, to getting complements on my "designs".
