My mom and my hair? Sorta easy?

When I was eight years old, I asked my mom when I could dye my hair, and she said I could dye it when I was thirteen. I remembered her promise for 5 years, and when I turned thirteen I asked if I could dye my hair one or two shades lighter, and she said no. I reminded her of her promise, and while she remembered the promise, she still said no. It's now one year later and I'm fourteen. She finally let me do something to my hair- she lets me sit on the toilet seat while she puts peroxide streaks in my hair and then blows it dry. I have to do this every few weeks as my hair grows out kinda fast. I suggested why don't I just dye it/get it professionally highlighted and we wouldn't have to do it so often, and she said "No, I'm uncomfortable with you coloring your hair." and I just left it at that- I haven't bugged her about it since. Isn't putting peroxide in my hair coloring it? Once, she actually went so far as to set up a highlighting appointment for me and I thanked her very much, but an hour before the appointment she cancelled it. Any time I've ever asked her I've offered to pay.
Why? What? I don't even know what to ask.. any insight's greatly appreciated.

wow, my parents didnt even care if i wanted to get my hair colored. maybe you should ask her why shes uncomfortable with it. when you find that out then you can deflate her worries. i mean highlighting my hair was honestly the best thing i could do for it. now the color shines in the light, it looks natural, it grows out nicely. (i even can go 6 monthes without redoing it, altho i prefer a max of 3 monthes). also I have extremely greasy hair. so much so that i had to wash it every single night i couldnt even go overnight or it would be a grease pit but when i colored it it dried it out a little and now i can wash it every other day. plus the color is just alot better. im so happy with it.
