My cat has a rash under his eye? PLEASE HELP!?

He has a patch of dry skin under his right eye and it's like a rash in the sense that it has a bunch of scabs on it. I know he doesn't have fleas because we got him checked, but what else could be the cause of this? Could it just be dry skin? What's a good way to treat it?

it maybe an allergy. and needs meds for it. ur kitty could of itched its eye until it got lik that. my cousins dog did that. and it turned to be allergies...take him to a local vet to get checked! goodluck
