What is the best health/life insurance that will cover cosmetic surgery for everything "down there"?(Men)?

my bro and I are trying to find out a good health insurance plan that can cover surgery for his scrotum. There's something wrong down there. I think he got to get one out and wants to put another ball in its place. Just need a good health insurance plan that people can recommend out there : ) Thanks!

If he's got a job - then he should be covered under a 'group' health plan from work.
