my cat has a rash on her tail.?

She has a rash on her tail that isn't dirt.  I don't know when it developed but I noticed about a week or two ago that she had a black rash on top of her ears, not inside so it's not earmites.  My dad came over yesterday and said she looks like crap.  I really want to know what it might be before I spend money at the vet again to say nothing's wrong.
